Highway traffic management in Republic of Srpska

DESCRIPTION:
the level of traffic safety, advanced traffic management systems or Intelligent Traffic Systems (ITS) are utilized to monitor, control and manage the traffic flow.
The integrated automatic number plate recognition (ANPR) technology is part of the ITS system, which automatically takes pictures of each passing vehicle’s front, angle, or rear. Its processing software automatically detects and reads the vehicle license plates and takes action depending on the recognition results, e.g., transfer of results to the central system for further processing. The cameras used are intelligent Tattile Smart 2HD, a model specifically designed for outdoor installation and reliable performance day and night in all weather conditions.
The Tattile Smart 2HD cameras enable vehicle data collection at a maximum vehicle speed of 250 km/h. Cameras are installed on portals and pillars and work 24 hours / 7 days a week. In the next step, the highway operator Autoputevi Republike Srpske plans to further exploit the abilities of the Tattile by activating system functionalities such as recognition of vehicle brand and color as well as vehicle class. Also, average speed measurement or section speed control is currently planned to be installed using the Tattile camera technology. Such additional information may be particularly useful to a third party, such as, e.g., traffic police, in performing their duties. In addition to further expanding the data generation on the current highway section, the highway operator intends to expand the entire system to more highway sections in the Republic of Srpska.
Tattile chosen in Basque tender to equip main roads with traffic control cameras

to be installed along the main roads in the region. Local Basque authorities aim to create traffic flow statistics including an origin/destination matrix to obtain information on how and where vehicles are moving in the area. For this purpose,40 Smart 2HD have been installed on the main roads.
The traffic monitoring cameras are additionally equipped with the embedded Tattile classification algorithm. This enables to identify the vehicle class (trucks, cars, motorbikes, etc.) of the road users.
Smooth parking process at Norwegian airports with Tattile ANPR

that travellers and airport visitors are in time for their flight, pick up relatives or friends, or perform other activities at the airport. Parking your car is an essential element when travelling. And parking facilities often also are a significant source of income for airports.
Operators of airport parking facilities throughout Norway, like in Bergen, Trondheim, Sander Fjord, and Stavanger, have spent considerable resources to optimise the parking experience of their customers while maximising the utilization of their parking capacity. Over 200 Basic Short Range license plate reader cameras from Tattile are deployed at these airports to improve traffic flow. In many Norwegian parking facilities, ticketless parking is introduced through ANPR cameras.
Pre-registered vehicles easily enter the open, barrierless parking facility. When entering and exiting, the vehicle’s license plate is scanned by the Tattile Basic ANPR cameras. The parking management system calculates the time spent in the facility, and the bill is automatically notified to the driver —no more hassle with tickets and malfunctioning barriers. New customers usually register locally in the parking facility at dedicated parking kiosks.
Ticketless parking operations have proven to optimise utilisation levels and increase customer satisfaction. The barrierless entrance and exits, in addition, are contributing to improving the capability of the facility to handle more significant amounts of traffic at peak hours and decreasing the likelihood of queueing at the entrance.
High accuracy rates, reliable performance and effective software interfaces are some of the characteristics of Tattile traffic monitoring cameras that were appreciated by Tattile partners in the region that have specialized in these innovative parking solutions.
Parking enforcement in France made mobile and digital

and private companies. These companies began to establish digital parking payment verification using systems such as TePI (Traitement électronique des Plaques d’Immatriculation) which translates as “Electronic Processing of Number Plates” using smart traffic ANPR cameras such as those from Tattile.
As the name indicates, users need to enter the license plate number upon paying the parking fee and can choose from three options; either paying with cash or with credit card at a parking meter with the meter sending the plate number together with the information of the paid parking time to a central server. The second option is to pay through a smart phone app which communicated the plate number to the central server. Thirdly, drivers can obtain a subscription through a web portal and enter payment details as well as the plate number there.
In all cases the required data is sent to a central server which enables mobile parking enforcement with patrol cars that are equipped with Tattile ANPR cameras for scanning all license plates in a designated parking area. The one-board architecture of the scanning system is built around a mobile PC and 5G + GNSS router, mounted in a customized hardware case inside the vehicle. Connected to the mobile system are the Tattile mobile ANPR cameras.
The entire system is controlled by the driver or automatically depending on the configuration via a dedicated tablet, securely mounted to the dashboard. Monitoring and telemetry are made available through various SaaS platforms updated in real-time allowing for minute-by-minute reporting and providing the observer with a live, evolving map of the state of parking ticket payment in their zone. The license plate data recorded by Tattile cameras is sent to the remote server where it is matched with all registered payments and corresponding license plates. Violations detected by the software lead to the automatic issuing of parking penalty notices.
With the proven reliability of the mobile parking enforcement technology using Tattile license plate reading cameras the main parking operator in France is now active in most of the major cities in mainland France, including the capital. In Paris alone 25 vehicles are under operation, each of them is equipped with four Tattile cameras.
One prerequisite to further establish the system in other regions is to prove the ability to interface with all major parking ticket solutions. This is maintained by the operators´ own ticket centralization server. Furthermore, according to the operator the solution is constantly evolving, and the roadmap includes other enforcement uses such as the real-time mapping of «low-emission» zones within urban areas.
The National Operative Programme

It was entrusted with the objective of spreading better conditions of security, justice and legality for citizens and businesses, contributing to the requalification of contexts characterized by greater pervasiveness and relevance of criminal phenomena and to the increase of trust on the part of citizens and economic operations.
The main guidelines on which the Legality Programme is based can be summarized as follows:
- Strengthening the capabilities of Public Administrations involved in the fight against organized crime and corruption making production districts safer increasing the spread of legality.
- Strengthening the capabilities of Public Administrations involved in the fight against organized crime and corruption. It intends to carry out training activities and the financing of advanced technology equipment in order to provide information tools and expert support to Public Administration and police to improve the performance of public functions.
- Supporting the business sector for the creation of safety conditions favouring the development of manufacturing activities. It intends to finance the provision of advanced technological tools for surveillance of production districts.
This project includes a national ANPR network which allow real-time monitoring of dangerous and illegal vehicles and in this regard Tattile supplied its ANPR cameras connected to a national database of vehicle ownership.
The installed system can correctly identify the plates of all 27 Member States of the European Union – an innovative solution which resulted in a reader complete with an inbuilt compressed database of the different plate formats.
For this project, Tattile has used its Double head ANPR camera and has developed new firmware optimised for this project. The ANPR cameras consist of two sensors: a black and white unit for the OCR and a colour camera which provides contextual overview with embedded algorithm to recognise the vehicle license plate.
The cameras are equipped with additional features like the advanced motion detection algorithm: it can detect alsovehicles without plates and without the need for an external trigger.
The collected data are sent in real time to the regional management systems and then matched with the national database (SCNTT); this allows the synchronisation of black and white lists and the continuous update of data held there.
Advanced vehicle tracking network to grant the citizens security in Turkey

For this purpose, Tattile, together with the great experience and certified knowledge of its trusted local partner,provided an advanced vehicle tracking network all over the country, using its sophisticated ANPR cameras.
Several hundred Vega Smart 2HD ANPR cameras double head family have been installed aiming to prevent crime offences. The embedded ANPR software of the traffic monitoring camera read the license plates of all vehicles passing in front of the device.
The on-board intelligence also enables to recognize vehicle features regardless of the plate number: the traffic monitoring cameras are equipped with an embedded BCC software to allow comparison between the license plate and the brand, colour, class of the vehicle. This enables the public security forces to verify if the collected data (licence plate and vehicles features) matches those registered on the provincial police archives. This feature is very useful to identify vehicles which license plate has been replaced with another one.
Madrid police cars patrol with mobile ANPR cameras

Each of the vehicles now carries a modern and equally simple architecture consisting of two ANPR cameras connected to a tablet computer. The information generated by the cameras focusses on photos taken from vehicles and herein the automatic number plate recognition. These number plate data are matched in extremely low latency with specific blacklists in a database.
This method using the integrated vehicle plate recognition software allows checking a number plate on several kinds of possible violations such as the absence of vehicle insurance, the absence of a valid technical revision plate, but also crime offences such as stolen vehicles or duplicated number plates.
Thanks to its embedded functionalities (OCR on board, GPS and Access Point Wi-Fi Integrated) and its low power consumption of just 15 W the Tattile ANPR mobile cameras allow quick ANPR camera installation in the police car and movement from one vehicle to another. This makes it the most suitable mobile ANPR police system solution for law enforcement in both in-vehicle installations and for mobile tactical operations.
Smart camera traffic surveillance for anti-terrorism measures in Belgium

to ensure safety in everyday life for the Belgian population. Among the measures defined one of the most important action to put in place was the installation of an advanced video surveillance system using new and mature technologies for various applications, including automatic number plate recognition (ANPR) for use in the road system.
The main requirements set by the authorities for such ANPR (ALPR) technology were a robust high reading performance in all weather and light conditions as well as advanced capabilities for vehicle recognition analytics within the system. At the end of the evaluation process, the federal police in Belgium chose the smart ANPR camera system Vega Smart 2HD from Tattile for all automatic number plate recognition processes along motorways and cities across the country. Up to now, more than 700 Tattile cameras have been deployed.
In practice, the license plate software of the Vega Smart 2HD traffic surveillance cameras read the license plates of all vehicles that transit the camera positions. These license plate data are matched continuously with the national vehicle database. In addition, the Vega Smart 2HD on-board intelligence also enables to recognize vehicle features independently from the plate number. The integrated smart vehicle recognition algorithm allows triggering and sending alarms in case a specific vehicle passes under the camera and helps to solve specific situation when automatic number plate recognition is not enough, such as when police forces only know the brand and colour of a wanted vehicle or criminals keep the same vehicle but change the license plate.

Traffic surveillance and monitoring in the Spanish capital

Altogether 45 Tattile Vega Smart 2HD cctv traffic monitoring cameras have been installed for two main purposes.
The first use case involves 14 cameras which are used to control the High Occupancy Vehicle lanes (Vehículos de Alta Ocupación or VAO) in the greater area of Madrid. Road control takes place in both ways: in the morning when commuters enter the urban area of Madrid as well as in the afternoon after normal office hours when the traffic streams leaves the city again. The smart ANPR traffic cameras are used to count the number of vehicles using the VAO lanes and, at the same time, to create an origin-destination matrix.
The 31 remaining Tattile Vega Smart 2HD cameras have been deployed to analyze the traffic flow along the radial highways which are departing the center of Madrid. The information taken by these traffic surveillance smart cameras are used for different purposes such as origin-destination; definition of the travel time, and various statistics.
In addition to these everyday tasks, the newly installed Tattile traffic surveillance and monitoring cameras are used for specific campaigns, such as to check if vehicles have insurance coverage and a valid technical revision plate which is requested by law.
